It's not just the Democratic presidential candidates who are buying time for political TV spots in Iowa.
At least 34 special interest groups have run 7,808 spots in 2003 in the main markets watched by Iowa viewers: Des Moines, Davenport, Cedar Rapids and Omaha, Neb.
The groups are trying to shape candidates' issues and gain attention from the press.
"The game here is to use Iowa as a way to influence the entire media elite who move there every four years,'' said Bill Knapp, a media consultant, commenting on a tally compiled by Competitive Media, a firm that surveys spots in the top 100 TV markets.
The effort to bootstrap the spots onto the caucuses "is more intense than I recall in Iowa,'' said Knapp, citing cable's 24-hour news appetite.
One of the biggest special interest advertisers was the American Federation of Government Employees, a union buying time for 992 spots.
The names of groups, which have to be disclosed to TV stations, don't always reveal who's writing the check.
A group called Cover the Uninsured ran 25 Iowa market spots. The real identity of the buyer is the Robert Wood Johnson Foundation, which is running a campaign to draw attention to the 44 million Americans who do not have health insurance.
Paid media often yields free media notice -- such as this. A spot also can create buzz quickly. That's what happened last month when time was purchased by the vaguely named Americans for Jobs, Healthcare and Progressive Values for an anti-Howard Dean commercial.
The spots popped up only five times in Iowa, but created a stir because of the links between some of the group's underwriters and Rep. Richard Gephardt (D-Mo.).
